The completion of the final phase of the £2 billion A465 Heads of the Valleys Road upgrade marks a significant milestone for South Wales—and a boost for regional businesses and communities alike.
Spanning 17.7km between Dowlais and Hirwaun, this final section of the upgrade delivers a vital dual carriageway link across the top of the South Wales valleys. It connects the West and South Wales regions with the English Midlands and beyond, strengthening transport links to major ports and city regions such as Cardiff and Swansea Bay.
The ambitious scheme—described by the Welsh Government as one of the UK’s most technically challenging road projects—includes:
- 17.7km of new dual carriageway
- 6km of new side roads
- 14km+ of active travel routes
- 38 culverts, 32 new bridges, and 28 retaining walls
Crucially, approximately £400 million was invested in the local supply chain, and the project has delivered a wide range of environmental and educational benefits.
